Balisok is Californias leading plaintiffs elder abuse litigator. He started an elder abuse practice in 1983 and, with passage of SB 679 in 1991 establishing civil remedies for elder abuse, focused exclusively on representing elders and their families in actions against skilled nursing facilities. Balisoks first legal publication on the subject came in 1993 when he authored a book describing actions against nursing facilities. Since that time, he has presented many elder abuse seminars and course materials for the legal profession. Balisok has represented numerous parties and amicus participants before the California Supreme Court and courts of appeal on issues important to elder abuse actions. Included among the Supreme Court cases are California Association of Health Facilities v. Department of Health Services, Delaney v. Baker, Barris v. County of Los Angeles, McCall v. PacifiCare, and Covenant Care v. Superior Court. More recently, he has become interested in actions against Medicare-financed HMOs and the managed care entities with which they contract, and is exploring the application of the Elder Abuse Act in those cases. In 2004, he was recognized by the California Advocates of Nursing Home Reform as Advocate of the Year.
