Payment methods

West Account – If you have purchased from Legal Solutions from Thomson Reuters before and have established credit with us, you can use your West Account number as payment for your Legal Solutions order. Your West Account number can be found on shipment inserts and on your monthly statement. Orders billed to your West Account are due within 30 days of receipt of invoice.

One-time credit card charge – When you elect this option, only the charges for your current order will be billed to the credit card number you provide. Future subscription service will be billed to your West Account.

Automated credit card charge – When you elect this option, all monthly bills for all future Legal Solutions and FindLaw subscriptions will be billed monthly to your credit card through the duration of your subscription contract (available only when your order includes certain products).

About estimated tax

Tax is calculated based on several criteria, including destination address, type of product, identity of the buyer, and whether or not your purchase will be used for educational purposes. The estimated tax amount may differ from the final sales tax charges.

Thomson Reuters charges sales tax in all U.S. states. If an item is subject to sales tax in the state to which it is shipped, tax is generally calculated on its total selling price. In accordance with state tax laws, the total selling price of an item generally includes item-level shipping and handling charges, discounts, and an allocation of order-level shipping and handling charges and discounts.

If you are exempt from sales tax, you will need to provide Thomson Reuters with the proper documents required by your state. Sales tax will not be removed from your invoice until the proper documents are received and processed. Please send your documents to:

In addition, Thomson Reuters will not charge tax if your order is shipped to one of the following states and you declare that you are using the item for educational purposes:

New York

South Carolina

Tax exemption for educational purposes is also available for orders shipped to New Jersey addresses. New Jersey law requires completion of the ST-16 form to support tax exempt purchases. To request a refund, submit this form and your order number to:

Free ground shipping is available on every in-stock order shipped within the United States. If you choose this option, your order will generally ship from Thomson Reuters within 1-2 business days and arrive within 7-10 days via the carrier that Thomson Reuters selects. Past-due accounts and other credit issues may delay your order.

Shipping options

There are five available shipping options for orders shipped to an address in the U.S.:

  • Free Ground Shipping
  • Priority Next Day
  • Priority Second Day
  • U.S. First Class Mail
  • Priority Saturday Delivery (not available for online orders)

There are two available shipping options for orders shipped to an address outside the U.S.:

  • International Best Rate
  • International Courier (UPS)

Estimated Shipping
Free ground shipping is available on all orders shipped to an address in the U.S. Charges for shipping using all other delivery methods will be based upon the shipping method selected and the total weight of all items in your order.

Estimated shipping dates are based on several criteria, including destination address, product availability, and whether you are already a Thomson Reuters Westlaw customer.

When will my order ship?
Expedited orders for in-stock items placed by 2:30 p.m. CST Monday through Friday will be shipped from our facility on the same day. Expedited orders placed after that time, or on weekends or U.S. holidays, will be shipped the next business day.

Orders with standard ground shipping will be shipped from our facility within four business days.

Address tips and help

To avoid unnecessary delays in receiving your shipment:

  • If paying by credit card, please be sure that your billing address matches the address that appears on your monthly credit card or bank statement.
  • Enter information in the appropriate fields. Do not combine information that should be entered into separate fields. If information does not apply, please leave the field blank.
  • Avoid using non-English characters and other symbols.

Product return policy - our money-back guarantee

If you are not completely satisfied with the products you purchase from West (Thomson Reuters), you may return them. In order to receive credit, returns must be received within 45 days of the ship date. If a return is received after 45 days, we regret that we cannot issue a refund or send the merchandise back to you. The ship date can be found on your invoice or online at My Account.

Please note that products included in programs such as, but not limited to, Library Maintenance Agreement/Library Management Arrangement, Library Savings Plan, West Complete, Assured Print Pricing, WestPack, and Special Offer agreements cannot be returned and are nonrefundable. These programs provide our most favorable terms, and titles within these programs are not eligible for refund.

To ensure accurate processing, simply return merchandise in its original packaging via a trackable shipping method and insure the merchandise for its value. Always enclose a copy of the original delivery or billing document and include a brief explanation of the reason for the return. All expenses associated with returns are the responsibility of the customer. Customers will forfeit any applicable discounts when returning part of a promotional sale. The return policy does not apply to online, hosted, software, or Thomson Reuters ProView® eBook products. Please refer to your order form.

How to return a product

Thomson Reuters cannot pay return shipping fees if the original package has been opened. To return an opened item at your expense, affix the return address label, or address it to:

Reseller/bookstore vendor guidelines and return policies

Special policies apply to vendors and resellers of our products.

Vendor guidelines

Required Documentation
The following documentation must be submitted to West Publishing Corporation ("West") in order to open and maintain a Reseller/Bookstore account:

  • NACI Form. A New Account Credit Increase (NACI) form must be completed in its entirety, including bank and trade references. However, if a store is part of a chain (e.g., B&N, Follett, etc.), these references are not needed. The NACI form does not need to be submitted for customers who purchase on a cash-in-advance basis.
  • State Resale Sales Certificate. We cannot accept or substitute a Sales and Use Tax Certificate in place of your resale certificate.
  • Sales Tax Exemption Certificate (if applicable). Please note that the tax-exempt process can take 7-10 business days to verify and code to your account. Until completed, all orders will be charged tax, but once completed a credit will be issued.
  • Purchase Order. In order to establish a new account, a PO must be submitted to West. The PO only needs to be submitted when your account is initially being set up. There are no minimum order requirements.

Prepayments. Unless otherwise notified, you are not required to prepay for any orders.

Credit Card Payments. You may pay for any order by credit card. If you choose to pay via this method, the information must be submitted with each order. West does not store this information in its systems after an order has been completed.


  • Existing Carrier Account. If you would like West to ship under your existing carrier account, please provide shipping instructions. These instructions must include the carrier name, account number, and weight ranges for Ground, Next Day, 2nd Day, and Freight. West will ship all orders in accordance with these instructions unless otherwise notified in advance and in writing.
  • No Specified Carrier. If you do not provide shipping instructions, we will ship your orders via "Ground Best Method" defaults and will add the freight charges to your invoice.
  • West does not drop-ship to Reseller/Bookstore customers.

Confirmation. Submit an email address to West, either for an individual or the store, if you would like to receive order and shipping confirmations.

Payments. Payments are due within 30 days of your receipt of invoice. If an account is in arrears, West reserves the right to reject new orders until the account is brought current. West also reserves the right to require prepayment for accounts that are habitually in arrears.

Online Promotions. Promotions offered through the Thomson Reuters Legal Solutions website are available only to customers who are purchasing for their own personal or company use, not for any sort of resale or redistribution. Authorized Resellers or Bookstores should ask their account manager about any applicable promotions.

Co-op Advertising Market Development Funds. West does not provide for any co-op advertising market development funds unless specifically agreed to in writing.

West Publishing Corporation reserves the right to update and change these terms as required by law or as is otherwise deemed necessary. Customers are responsible for regularly reviewing these terms.

Return policies for vendors

West Publishing Corporation ("West") product that is adopted as text (such as Minnesota State Court Rules, California Probate Code, Georgia Law Enforcement Handbook, Handling a Criminal Case in New York, Texas Family Code, etc.): Current editions of texts may be returned within the earlier of 6 months of purchase or 3 months of release of a new edition. Books returned outside this time frame will be recycled or discarded by West without notification, and no credit will be issued.
Dictionaries: Current editions of dictionaries may be returned within the earlier of 36 months of purchase or three months of release of a new edition. Dictionaries returned outside this time frame will be recycled or discarded by West without notification, and no credit will be issued.

Condition of books/products returned: All titles received must be returned in undamaged and resalable condition, transportation prepaid. If returns are received in damaged condition, no credit will be given.

We are unable to accept returns containing: Price and ISBN stickers; stampings; highlighting; inserted advertising materials; torn, worn, damaged covers or pages; attached security devices; or products that are otherwise altered or defaced.

Documentation required for a return: Returns for credit must be accompanied by a copy of the original invoice, packing slip, or chargeback invoice. If using a chargeback invoice, you must include the following: author, title, quantity, ISBN, West invoice number, invoice date, and original invoice pricing. Proof of Purchase is required, and no returns will be accepted for credit from any customer who has not purchased directly from West. Please make a notation on all return paperwork when returning superseded editions.

Return of damaged, defective, mis-shipped books or short-shipped claims: If you should receive damaged or mis-shipped books from West, you must call Customer Service (1-800-328-2209) or email within 30 days of receipt of the order to receive a preauthorization letter.

Preauthorization of returns/ preapproval of chargebacks: West reserves the right to require preauthorization for returns/preapproval for chargebacks if, in its sole determination, it believes a reseller or bookstore is not complying with or is abusing this return policy. Upon notice from West:

  • Future returns must be preauthorized by contacting Customer Service at 1-800-328-2209
  • Returns for credit must be accompanied by a preapproved file, including author, title, quantity, invoice number, invoice date, and price

Any product returned without preauthorization will be immediately recycled or discarded by West. West has no obligation to either notify you prior to any disposal or return any product regardless of dollar value or quantity. You will not receive a credit for unauthorized returns, and you will be responsible for paying any remaining balance due on your account for any returned product.

Carton instructions for returns: When returning publications to West, please indicate which carton contains the packing list information. All returns should be sent to:
